I should know this? Probably not, given that it's something that local government should be informing people that live in that city in flood areas, vs me who lives thousands of miles away.
Rather than informing the entire planet Earth of flood preparation info that is for a very small corner of the world, maybe a better use of time would be writing to your local flood management representative to ask them to improve public messaging and preparedness.
And they will get no federal support because that's how the Nazis in charge run things now.

Considering that it's an extremely important city for many varied reasons, as well as having enough of a static population plus substantial tourism, it's not a big stretch to include everyone so that they could be aware. Friends, family, tourism, the arts, ports, etc. are all integral to NYC, and it connects people across the globe.
Just look at 9/11 and the global aftermath.

Will it directly affect everyone? No.
Will it impact a mass proportion of the world in unseen ways? Yes.
New York's actually one of the global trade hubs in the world. So yeah massive trouble to New York will affect the rest of the world that's not even a question.
