The Google Play app is not on Google Play, so that question doesn't make sense. It couldn't add the warning to a store listing that isn't there.

Not that anybody would see it even if it was, you are obviously not installing Google Play from Google Play.

Why though? Battery usage stats are already there, if the drain is noticable you'll see that anyway.
