This is only about troops in Iraq, nothing more. There are other resolutions still in effect for things like the War of Terror.

Since there is nothing happening in Iraq anymore, it hasn't even been used for a while.

This doesn't change anything. It's literally just cleaning up the books of old things like Congress normally does, or at least should do, on any generic day.
