This is entirely for show. The approved law contains a provision according to which the Government can transfer any type of prohibited weapons material when the prohibition would undermine general national interests, that is, whenever they want.

Central to the package, unveiled on Monday, is a royal decree law that will be approved by Spain’s cabinet and later ratified by parliament. The measure formalises what has been in effect since October 2023: a ban on the purchase and sale of weapons, ammunition and military equipment to Israel.
Spain will also prohibit ships carrying fuel for the Israeli army from docking at its ports, deny airspace access to aircraft transporting defence material, and bar entry to individuals “directly involved in genocide, human rights violations and war crimes” in Gaza, a restriction that could apply to Israeli Prime Minister Benjamin Netanyahu and members of his government.
Looks like “all”, but I’m sure someone can link the law from the Spanish government.

Between 2014–18 and 2019–23, arms imports by Israel rose marginally (+5.1 per cent). The USA accounted for 69 per cent and Germany for 30 per cent of Israeli arms imports. Imported weapons, in particular combat aircraft received from the USA over several decades, have played a major role in Israel’s military actions against Hamas and Hezbollah.
99% is from the USA and Germany, plus 0.9% from Italy makes 99.9%.
The question is has Spain even sold weapons to Israel in the past? Does Spain buy weapons from Israel?
