Its a shitty thing to do, but realistically you would have to ban a lot of things to prevent this. Things that you dont want to ban. Editing someones head onto a naked body (which is effectively what deepfakes are) is absolutely covered by artistic freedom / satire laws from what ive seen so far, so to ban it means banning those to. It would make southparks Trump episode illegal and all the other naked Trump art pieces.
