who asked the supreme court to stop the manual recount of votes when it looked like Gore was going to win florida anyway?

Katherine Harris, in charge of the manual recount despite literally working on the entire GW presidential campaign before she was given the position of secretary of State by his brother Jeb.

and who stopped the florida count to make sure those votes wouldn't be counted completely or accurately so that GW would win while he was ahead?
