Because it's not profitable to take care of children
Cruelty and struggle are the point. No one makes money from hurting families.
NY State legislation and regulations punishes home based daycares with frivolous requirements (pea gravel instead of sand or mulch under a swingset) while allowing group and center daycares to carry on. Monetary incentives are constantly pushed to daycares with no real enforceable guidance.
Because changing it might cut in to profits.
The people in charge of all that see children like they're pets or trophies instead of actual people
