Declare ICE a criminal enterprise and have anybody who is in any way affiliated with ICE (including "Secretary" Noem the puppy-killer) detained for trial upon entering Canada for criminal conspiracy.
Canada already did one of these in its election because Canadians knew this was coming.
Probably the single most effective thing Canada/MX can do to protect themselves, their citizens, and probably everyone is, is directly sponsoring and aiding secession movements that specifically target larger, wealthier states.
