Let me guess:
- Bidding process gave work to the lowest bidders regardless of wether it was possible to do the work for that price.
- Government kept on re-evaluating decisions leading to a stop/start culture and a fear of committing to the work.
- The above leading to a bunch of missed dependencies and work needing to be redone.
