a system of government by the whole population or all the eligible members of a state, typically through elected representatives.
This is a plutocracy:
government by the wealthy.
Elon Musk isn't taking a chainsaw to plutocracy like he claims to be doing with bureaucracy.

All good! English is a dumb language that does a poor job of differentiating objects in sentences.
Trump got elected by democracy.
And Musk wasn't.
