In the Netherlands most people will just say, “Je bent toch niet van suiker” (you ain’t made from sugar right) and force you to bike in whatever clothes you’re wearing

That might work for the kind of constant drizzle you get in the northwest of continents (the Netherlands, the Pacific Northwest, etc.), but where I'm from in the southeast our rain tends to come all at once in torrential downpours. By the time you ride through one of those, you could go swimming and not get any more wet.
