I used to do something like this in the 90's when using PaintBrush (pre mspaint). Until one day when I learned about holding shift.

So If I hold it at 45 degrees...

It will work if you hold the ruler at 45 deg and drag mouse along it. But the mouse needs to be positioned as it is in this picture (only front corner of mouse would be touching the ruler here)
