Neighbouring city Bremen had some similar ridiculous plans (code word 'Mozarttrasse' - Mozart artery), cutting right through one of the cultural hubs of the city, but they faced a lot of opposition and plans were partially scrapped. IIRC the protest was kind of simultaneous with student protest against tram price increases.
