In the video Russ uses JELOS on a Powkiddy X55, RG353V, RG552, and the Ayaneo Air Pro to show how to setup net play and provides a few examples. He states that he wasn't able to get Pokemon battles/trading working. GB games work when a save game isn't required.

These little handhelds will always be the ones that fullfiled my child's dreams lol

I remember I did some matches of Marvel VS Capcom 2 iOS port with a class mate back in the days, even when the controllers sucked balls it was amazing that we could achieve that, it would be even more amazing if he was using an Android device, but I don't remember it exactly.

He doesn't really mention why PSone/N64 and on are not supported. Is that just too much to try to keep in sync between devices or something?

It seems like a limit of netplay or the core. People apparently use something called Parsec and Retrobat or Steam's Remote Play Together.
