The actual reason is aerodynamics. The “cartoon” wheels squeeze more efficiency and range out of the vehicle

Though choosing to put contrasting highlighting color scheme of polished metal parts next to black surfaced parts is design choise. One could put uniform coloring on same aerowheel design. However.... ..... then how could everyone from mile away spot this car model sporting new energy efficient aerowheels.
