you don't need phantom liberty for the fixes. Its just the additional content.
a lot of that additional content was promised/implied to be in the base game
they must have promise/implied a boat load as the game before the dlc is pretty massive. 3 arcs that merge into the story line, gigs and mcpd stuff, the various side quests that add up to more than the main stuff overall. I have seen many a game launch and complete and never have more than what 2077 has.
