That was the plan, not a foolish mistake or lacking investigation.

Instilling fear by alleging contemptible actions made by your enemy is a common propaganda tactic. The goal here is to rally public support behind your agenda by demonizing the enemy. The decapitated babies claim was of the same fiber, albeit the agency was different (corporate greed vs settlerism).
