Is it illegal on private property? I thought it was up to the owners to have them towed

Not sure why you got down voted, it's a legitimate question. I don't think the police enforce traffic laws in parking lots, outside of handicapped spots and fire lanes. Even then, they probably won't respond unless a building tenant calls them.

In France, the "traffic code" applies everywhere, even in parking lots where you have to drive on the right side, stop at the stop sign, and park where it's allowed. I guess it's equivalent in the USA or other countries.

It's the same in Australia. Road rules apply on the road and "road related areas", including your own driveway

For the most part, state laws specify 'public roadway' for traffic crimes. My state has two specific laws that apply in private areas like parking lots: no insurance and unsafe backing.

Looking it up more it seems to be a city by city thing. Personally I've never heard of anyone getting in trouble with the law though since a private property owner would just call a tow company before the police and I doubt the police would care if they did.
