Unfortunately, this feels like it's punishing the legal fishers more than anyone.

it's easier to police poachers if no one is out fishing for them. just being lazy

I'm not sure about that since it removes a lot of eyes who want poachers gone since they hurt the bottom line both on supply and demand. I was listening to the House podcast, and they were talking with legal fishers (who know everyone in the legit industry) and report poachers, but enforcement never comes.
