I feel like they are not but I recently played through the start of the nomad path and noticed the map. Does the NUSA just give all nations the map?

The place you noticed the map is a customs checkpoint for leaving the NUSA and entering the city-state of Night City. The whole premise of that opening mission is that you're smuggling contraband over the border.

For some reason I thought it was kinda of a no mans land. I guess it never occurred to me that badlands belonged to anyone.
