Can you mark Portland Oregon and some parts of Colorado as “Good United States”

I would also accept Minnesota as a good state. I have nothing but respect for Minnesota.

Similar to Colorado, only some parts of Minnesota are good. South of Rochester and north of Fridley aren't great. Winona has some good, and Mankato is decent but never took part in the Anti-ICE push. Can't say much about the state west of Mankato though, too close to North Dakota for my tastes (/s). However, climate change discussion sans naming it is highly respected throughout the state, we love our nature.
