It is but a consequence of the failure of the Philippine government to try provide the unprivileged their basic needs, especially education, food security, and medical treatment, what with taxpayers' money being siphoned by politicians and subcontractors for things like Italian sports cars, two week vacations to Europe, and obnoxiously huge birthday parties.
