Please tell me where I can get a modern high-res TV that is NOT smart. I have tried but cannot find them anywhere
Your best bet would be a commercial display. Though it'll be double the price, at least, and you'll need an hdmi switch and a soundbar more like as not.
I recently bought a Thomson TV that's HD and with no smart features at all. The only downside is that the image contrast is not the best.

Just buy a tv, then don't connect it to anything. But likely that you are going to connect something smart to it, so it doesn't matter.
It is possible to put it in a VLAN that is unable to talk to the internet. This is fine, but I wish I could just get a TV that doesn't have this tracking functionality to begin with.
Dumb tv's are still a thing but they are priced insanely high
