That's fair. Pretty sure one of the authors is also his voice actor as well, which explains the screentime buff. I haven't read much RWBY content besides After the Fall, is he omnipresent in fanfictions?

Yeah, Miles Luna voices Jaune which is why so many call foul for him getting so much screentime. Oddly enough -- apart from that one scene in V3 where Jaune (Miles) talks to Neptune (Kerry) alone -- I don't actually believe he's the writer's self-insert. I do think they use Jaune as a crutch, tho, and if I may don my tin-foil hat I'll say part of it is because they don't know how to write women.

As for fanfiction, Jaune being the only available male of the main cast -- the Renora ship is near-universally beloved by the fandom so basically Ren is off the table as a ship target -- has made him THE author self-insert of the fanfiction space. It helps that he was canonically written as the audience surrogate, so re-imagining him as the pathetic anime MC with secret superpowers (think Naruto or Ichigo) was easy to do before and after we got his official Semblance.

Renora is absolutely the best ship of the entire franchise and I will stand 10 toes down on that. Nora is my goat.

Also that makes sense for Jaune. He was kind of the blank character, until Volume 9. Then again he got de-aged so he's back to square one.

Funny thing about that. He's going to be a fully grown adult (mentally) in a team of teenagers.

Yeah, people were already having some issues w/ Oscar for that (mostly b/c of the Rosegarden ship) and it's been brought up with Jaune effectively being like 40 years older than the rest of his friends now. I don't expect them to actually address it in V10.
