Yes and no, sometimes reforms from compromise with organised labour result in a reduction of cronyism for some time, but reforms never go far enough to stop the owning class from clawing their power back.

Oh you sweet summer child. The reforms are concessions that are agreed to between and among the cronies for the express purpose of stopping you from revolting. They slow walk the reforms together so the cronies can reposition their wealth to maximize their upside. And then they work in the next big cash cow together
