How does grinder go down in a specific location?
I’m sure the service is spatially partitioned, but I’m curious about the technical details

Hmm... Those results could prove useful.
it's not, apparently it's just people trolling and media spreading unverified informations (not that a simple picture should be treated as reliable information)
and never has- Garrison Davis debunked the first "cpac grindr outage" as they were there and able to personally confirm that it didn't happen.
On it's own it wouldn't, but Cloudflare/aws/gcp/etc. might try to locally rate-limit if there's a spike in traffic that could cause other service degradation.
