You've got me wondering ...
... Who are the devolved parliaments equivalents in the US?
The state legislatures, if Congress dictated their powers and could abolish them at any time.
Devolved parliaments in the UK are the Blair-era answer to decentralisation. They have power to legislate over anything within their borders, except matters reserved to the UK Parliament.
But because they were established by the UK Parliament, the only thing preventing their abolition is "trust me bro", just like almost everything else about our constitution.
Kind of sounds like committees and sub-committees
