So what does that mean?

It means they can choose to go to school wherever they want and don't have to be restricted to certain countries due to their ethnicity.

So my question is why wouldn’t they want to attend a university that more aligns with their values?

Maybe Canada DOES more align with their values? You know virtually nothing about these people.

If you think Arab Universities are less than Western ones that sounds just a little racist to me.

Yeah, keep trying to hide your own blatant bigotry by randomly accusing me of it and shoving arguments in my mouth. I'm not the one saying "Arabs should the stay out because they're Arabs". That would be you.
