There's a difference between throwing them in jail and getting them treatment or moving them. Low income areas unfortunately are often ignored and most affected by their behavior. And really it's not every homeless drug user that's a problem, and it depends on there drug of choice and how mentally for they are. Sometimes they are just using drugs to cope with a very difficult situation. The problem with accusatory posts like you're is that they lack any nuance and are filled with vitriolic rage.
