Slop content definitely kills movements because people engaging with it think they're doing a resistance and don't do anything further. No learning, no talking, just updoot the eye-grabbing yellow text and feel like a hero.

The backlash creates extra work for OC posters as well, though... That itself creates a chilling effect. You either have to overthink your post to avoid getting accused or you decide it's easier to just not post at all.
