Yeah driving should only be a licensed activity conducted by people who are personally interested or do it specifically for work.

Driving tests should be much more rigorous, the only reason they're so lax is owning a car is the default in most of NA & you have to minimize barriers to the main mode of transportation people use

Plus how goddamn profitable it is to basically force most adults to buy a vehicle that needs constant fuel, maintenance, oil changes, etc

yeah just about everybody can pull it together for the hour or so it takes, if there's neither infrastructure or organisational enforcement of traffic rules it doesn't stick
