It keeps going up because they count all the "unborn children" that would have descended from the Nazis killed by communism (and then their children, grandchildren, etc.). The further away we get from the actual deaths, the more quickly the number will go up, because it's counting larger and larger counterfactual future generations.
What’s worse is this sounds like a joke. There’s no way to refute it without sounding like a complete goober.
