Sure, but we already do traffic calming measures like roundabouts and school zones here. People are pretty used to the idea that slowing near kids at least is a good thing to do and most people are compliant.
I wonder if that's it actually, the slower limit is only experienced during the intense congestion of pickup/dropoff so people assume it'll be that 24/7 rather than that being a complete fucking failure of transport + parents freaking out about their kid walking in a town of 3k people where everyone knows each other lol.
Unfortunately the best piece of life advice I've ever gotten is "you can't assume people will act logically or rationally"
