To prevent the empty tank from rusting, you can use fogging oil. It should be available at your nearest auto part store. It's the same stuff you spray down into cylinder bores to keep them from rusting in storage. You'll also want to cover the giant hole where the fuel pump goes. For tanks on carbed bikes rather than fuel injected this is rather easier, because all you have to do is put the cap back on and close the petcock.
The redneck method, especially for tanks with petcocks, is to just leave a pint or so of kerosene in it and cap it off. Obviously, drain most of it out before you use the tank again, or at least enough of it that once you dilute it with gasoline it won't matter anymore.
I should add, if there's already rust inside, derust before applying the oil or it will continue to get worse, though at a slower rate.
