Years ago, I used Moonlight to cast to an Nvidia Shield. It worked pretty well, although it still required a lot of back and forth to tinker with things on the host PC. Still, it was better than the Steam Link at the time. Recently, I tried using the built-in streaming in Steam to play on a different PC in the house, but it was much the same story: lots of back-and-forth, launchers were annoying, and sometimes it wouldn't display on the right screen.
Maybe virtual machines would be an improvement.
