Starting all the way back with the Romans who were the first to do this.

Minor pedantic historical correction, but the Greeks also did a buncha colonial plundering around the mediterranean, leading to and culminating in alexanders wave of conquests (and ofc even the greeks werent the first; this process begins with class society and the state)

TBH, Macedonians were seen by Greeks as barbarians too, until they successfully defeated and subjugated Greek poleis (and had to suppress several rebellions). Appropriating Alexander's conquests as 'Greek' was done later in not dissimilar way as Rome was appropriated by people settling on ruins of its empire.
