According to Reuters, the message, sent by the movement's Sanaa-based Humanitarian Operations Coordination Center, explicitly stated, "Vessels are banned from loading or discharging cargo at or from any Saudi ports," and warned that violations would invite sanctions and direct military action. Furthermore, the email urged,

"We strongly recommend that your company exercise due diligence and the utmost care in all its dealings," noting that violating vessels "may be subject to targeting in any location within the operational reach of the Yemeni Armed Forces."
