Not strictly. Army is bad. But there is people who get tricked into it. Those people who turn into leftist are some of the most die hards you'll find. By treating veterans specifically it could actually be very helpful with changing public opinion. Lot harder to arguing with a veteran when you still prop them up. My friends fuck with liberals all the time knowing this.

Even if these vets are likely war criminals who should be in prison, prisoners still deserve medical care, and it's not as if they're now in a position to re-enlist and commit more atrocities because China fixed them up Cold comfort to their victims of course, the 'game' of geopolitics requires cynicism and pragmatism unfortunatley

For sure, but it boosts Cuba's humanitrian cred internationally which is better in the long run that a single septeginarian getting his comeuppance
Similar to the CPC sparing and rehabilitating Puyi, even though he deserved death for his collaboration with the Japanese among many other crimes
the value of proving the humanatrian nature of the party/state/ideology is simply of greater value than the catharsis of just punishment on an individual
(some may argue the deterrence is of greater value but studies show that the severity of punishment has no bearing on the choice to commit a crime)
