That is the fault of the CISO. Execs get really interested, really quick, if the CISO can draw clear lines to the risks of direct financial loss via fraud or compliance failures that would result in fines or loss of customers.

The worst presentations I have seen are usually where the CISO tries to lean on FUD or cries wolf about hot-topic security threats that don't apply to the company they work for.
