So we have rogue agencies all competing amongst themselves to make a big splash in the news so that they can please Trump, the head of the cult of personality, while doing what they can to consolidate power.

How could you avoid talking about ICE continuing to murder people in the streets?

OP specifically asked about conflicting messaging and I summed it up without getting into every scandal. Maybe write something up yourself next time if you think you can do it better?
