Tbf the USSR and similar states are on the democratic side of authoritarian regimes. Not that they were/are democratic by any means, but the fact that elections matter at least somewhat is something you don't see in, say, African dictatorships.
Yeah, it's a low bar, but not the lowest bar. Soviet-style states were, generally, at least in the realm of "If you INSIST we'll give you another Party candidate to approve"
