Yeah, the devs are desperately trying to make whatever they can with the limited time and suffocatingly safe direction they're given by the executive suite, who know that the game will give a much faster return on their investment than a well-made game given the time and freedom it needs to flourish. Game companies don't exist to make games, they exist to make money; they've long since figured out that bad games made quickly make better money than good games made slowly. If they could sell empty boxes for more money, they would.
