Heat transfers as a function of time, not instantly. So Picard actually could get away with this as long as he doesn't leave his fingers in there for too long.

Even beyond that is the concept that heat is proportional to the speed of the molecules in the substance. So in this case, from Picard's frame of reference, it might not be hot at all.

Then there's the whole idea of them being wrapped in a skin tight time dilation field (so does his hand even actually make contact?) and.... let's just chalk it up to artistic license from the writers.

If you want to get technical, how would they even be able to breathe? Wouldn't the air near them not move anywhere and they'd suffocate? How are they moving through air that's in a different state of time?
