I think China is quietly beating the USA.
China quietly beat the USA in 2018. That was the year that China became the global leader in scientific output. Everything is downstream of scientific and technological advancement.
USA is financializing everything, is in full wealth extraction mode for the happy few and is still going on only out of momentum. China is beating them by not doing anything stupid, although they do have their own issues.
There's no question about it. Also USA is a land of morons and Nazis. So despite China Bad, yes it's going to pull way ahead.
America has plenty of morons and plenty of Nazis, but that's not the deciding factor. What China has and America doesn't here is a responsive ruling class with a positive vision for the future.
Both US & China's rulling class do not think workers should get a say in our future, both will find out it doesn't work like that sooner or later.
Both countries have asshole governments. It just so happens to be that China hasn't regressed to be anti-science.

They probably mean they are beating the US in a quieter fashion than the US beats other countries.
When the US beats other countries in any field, even temporarily, you can hear it loud and clear. It sounds like:

Even the national bird is fronting
