Nadezhda Bondareva, a resident of the Kaliningrad region, reported an unusual call she received shortly after her child was enrolled in kindergarten. At first, she thought it was another call about registration, but they introduced themselves as employees of the military registration and enlistment office. They offered to sign a contract, promising a payment of approximately 3.1 million rubles.

She claims she immediately declined the offer, but her answer was not accepted.

"To which I immediately said: 'No, thank you, I'm not interested.' They immediately cut me off, didn't let me finish my sentence, and asked me to try anyway."

Instead, she was told that the final decision would have to be confirmed later—preferably by appearing in person at the military registration and enlistment office and writing a statement of acceptance or refusal. Furthermore, during the conversation, the officers inquired whether any adult men were living with her.

The woman was particularly perplexed by the fact that she, with no connection to the military or medical fields, received this offer. She was also informed of a government program that, if she signed the contract, would supposedly guarantee her child care and supervision. This raised questions about the practice of such requests and the criteria used to select citizens for such offers.
