I'm sorry, but saying 'if the victim hadn't done this, the situation wouldn't have happened' is a justification.
You don't need to wait for an investigation to believe what your own eyes saw. It is pretty clear that the police used disproportionate force, which is against the law. It also shows incompetence, because police are trained to handle all kinds of situations.
An idiot made a number in a place where it's known that police overreact when idiots make a number.
Did the police overreact? The images say they did (the investigation will clear that). Was the idiot an idiot? Well, the images say he was.
