Syria’s government is preparing to replace central bank governor Abdelkader Husriyeh with Safwat Raslan, the head of the Syrian Development Fund, according to two sources in the Syrian banking sector to Reuters.

Raslan, a former banker who left Syria as a refugee and later acquired German citizenship, is expected to take the role.

Husriyeh was appointed central bank governor by self-appointed President Ahmed al-Sharaa in April 2025. During his time in office, Syria completed its first international bank transfer through the SWIFT system since 2011.

Raslan became director-general of the Syrian Development Fund in 2025. The fund was established as a state-backed mechanism to mobilize financing for reconstruction and development projects.
