The interesting part for me, is that you can clearly infer from this that billionaires consider themselves a different race.

They certainly consider themselves outside of society. Even the sociopath billionaire equivalents of the early previous century had beaten into them the understanding of civic duty and charity, so they built schools, libraries, and hospitals. Today’s billionaires have none of that other than a desire to lighten their tax load and donate in self-serving ways. They are truly parasites on society, they leech off of everyone and cause far more harm relative to the absolutely minuscule few jobs they might create - and even then the jobs only serve to make the billionaire richer.

Exactly. Even the most brutal lords and rulers understood that they needed to keep their populace placated somehow or there will be trouble.

The Italian warlords and nobility of the 15th and 16th centuries were some of the most monstrous, murderous bastards you've ever seen, but they also bankrolled much of the art that Renaissance Italy is famous for.
