He's the president. All military activities are dictated by their direction.

Not every operation is directed by the president. He was the president. He tried to close Gitmo, but congress blocked him.

These drone strikes were part of his expansion of drone warfare in Iraq, Afghanistan, and it expanded into several other countries. Congress didn't pass a bill to stop him from being less of a war criminal.
