Work permit is 工作准征, 许可is more like permitted, allowed. Permit(as in the document, license) can also translated to 许可证, but the lack of 证 here kinda change the meaning because that 证 is an indication of document. Also the background word hinted that this is some sort of work expo, maybe the system keep telling foreigner applying that they aren't allow thus they need a placard stating otherwise.
But idk, i'm not from mainland, maybe they use other wording for it. Also it doesn't matter because i completely misread the purpose of the post.
